Accounting & Compliance Administrator
The City of Woonsocket is seeking applicants for an Accounting & Compliance Administrator. This position will support the Finance Department by performing a broad range of compliance duties to ensure adherence to policies, procedures, reporting requirements, regulatory processes and internal controls. Three (3) years of accounting, finance, operations, or compliance/internal auditing experience is required. An accounting, finance or other relevant business degree is preferred. Must demonstrate knowledge of MS Word, Excel, Outlook, as well as in accounting, finance, operations, and auditing principles. Experience with Sun Guard/ Phoenix, Vision/Opel and ADP databases is preferred. Must have excellent organizational, communication, analytic and decision-making skills, as well as the ability to multi-task when necessary.

JOB TITLE: Accounting & Compliance Administrator
DEPARTMENT/DIVISION: Finance Department
PAY GRADE & HOURS: Grade U17 / 40-hour work week
UNION: Non-Union/Non-Classified Plan
POSITION SUMMARY: The Accounting and Compliance Administrator assists with basic accounting and finance related duties to support the Finance Department and performs a broad range of compliance duties to ensure departmental adherence to policies, procedures, reporting requirements, regulatory processes and best practices/internal controls, and does related work as required.
DUTIES & RESPONSIBILITIES:
- Investigates account variances in General and Enterprise Fund accounts.
- Tracks cash generated from various City departments from receipt-to timely posting-to deposit.
- Maintains an up-to-date accounting procedure manual and recommends procedural updates to increase internal controls and operational efficiency.
- Monitors department budgets, and flags variances to department heads.
- Verifies the accuracy of budget impact statements for items purchased.
- Coordinates schedules and manages deadlines to facilitate compliance with City and State reporting requirements.
- Generates financial and other reports.
- Assists with journal entries and account reconciliations if needed.
- Organizes the overall timing of the annual audit and generates task completion schedules.
- Compiles and distributes copies of the annual budget and audit.
- Receives financial information requests from multiple sources and facilitates the answering of such requests by coordinating and/or generating requested data.
- Engages in special projects that call for the compilation and interpretation of financial data.
- Performs other duties as required.
COMPLIANCE DUTIES MAY INCLUDE:
- Ensures departmental adherence to policies and procedures.
- Examines and critically analyzes operational workflow to identify weakness in workplace structure and controls so that departments can be more efficient, accurate, compliant and responsive to residents.
- Briefs management on areas where operations can be improved, and helps implement policies and procedures to bring about beneficial change.
- Audits the City’s web-site for stale and/or inaccurate information and reports such to department heads.
- Performs other duties as required.
QUALIFICATIONS: A minimum of three (3) years of accounting, finance, operations or compliance/internal auditing experience is required. An accounting, finance or other relevant business degree is preferred. The candidate must demonstrate a basic knowledge of accounting, finance, operations and auditing principles. Excellent organizational skills with a strong attention to detail and the ability to multitask. Strong communication, analytical and decision making skills. Should be able to work independently with minimal supervision, and also within a group. Working knowledge of Microsoft Excel, Word, Outlook and PowerPoint is required. Knowledge of Sun Guard/Phoenix Accounting system, Vision/Opel and ADP databases is helpful and referred.
KNOWLEDGE, SKILLS AND PERSONAL QUALITIES: Ability to promote a positive work atmosphere by behaving and communicating in a manner that enhances relationships with co-workers, department managers, directors and City residents. Needs to be able to foster and communicate a culture of continuous improvement. Ability to perform usual administrative and clerical support functions including keeping team calendar, scheduling and coordinating meetings, ordering supplies, inputting data and preparing reports on a computer. Prepare various spreadsheets, reports and data lists as assigned. Maintain databases and organization charts. May perform some accounting data entry functions as needed. Ability to assist the team in the executive of their daily tasks including construction letter typing, answering phones, emails, copying, and various other day to day duties
Completes monthly journal entries and provides necessary documentation:
- Provides documentation and support for internal and external audits
- Reconciles assigned general ledger accounts each month
- Provides support to all members of the Business Operations team
- Compiles various excel and power point presentations as required
